The Shroud Weaver can be obtained by finding the lore note 
The Mysterious Wanderer Appears at Low Tide. Completing the quest awards you with the staff.
Trivia
In an earlier version of Early Access, this staff was the only level 30/35 weapon in the game, it has since been lowered to 20/25.
This staff once belonged to the Mysterious Wanderer, the one who brought the Elixir to the land.
